To provide the necessary infrastructure and technical equipment for the teaching of Turkish and foreign languages; to teach Turkish to foreign nationals and individuals of Turkic descent—including those from Turkic Republics, related communities, and other countries—while engaging in education, research, practical application, and publishing activities; and to pioneer initiatives within this field.

To become a respected and leading institution—first in the Black Sea region, then in the countries bordering the Black Sea, and ultimately on a global scale—in the teaching of Turkish and other world languages, by employing methods and technologies that align with the requirements of the modern era.
